Resign and referral procedures

YOU MUST RESIGN EACH MONTH; OUR RESIGN PERIOD IS THE 10TH THROUGH THE 16TH

  • Local Union 538 will not notify you of your resign date
  • No late resigns will be accepted

To Resign the “Out of work list” you may:

  1. Resign in Person (holidays excluded) 7:30 a.m. – 4:00p.m.
  2. Resign by fax 217-442-8048
  3. Resign by telephone 217-442-8048
  4. Resign by website at http://www.ibew538.org
  5. All resigns must include your name, original sign date and the last four digits of you social security number.
  6. Fax and telephone resigns must be made prior to midnight on the 16th of each month
  7. Fax resigns may be sent by you or your local union hall

Referral Procedure and Policy

  1. Office hours are 7:30a.m. to 4:00p.m. Monday – Friday, excluding Local Union 538’s observed holidays.
  2. We use a telephone recorder system
  3. All new applicants for employment must inititally sign the appropriate “out of work” list in person to complete a registration card. This card must be filled out completely, signed and dated.
  4. It is the responsibility of the applicant to notify Local Union 538 of any address and/or telephone number changes.
  5. You will need to resign each month; our resign period is the 10th thru 16th.
  6. No late resigns will be accepted
  7. The local Union will NOT notify you of your resign date.
  8. You may resign online, in person, by telephone (217-442-0996) or by fax (217-442-8048) from you or your Local Union Hall or by your Business Manager (All resigns must iniclude your name, original sign date and the last four (4) of your Social Security Number)
  9. You can call the job line after 5:00 p.m. each day, Monday – Friday. The job line will turn off 7:00 a.m. each day, Tuesday – Saturday. The job line number is 217-442-4389.
  10. The job line will be turned off from 7:00 a.m. – 5:00 p.m. each business day (any calls that come in prior to 5:00 p.m. or after 7:00 a.m. each business day will not be valid).
  11. Calls for manpower will be recorded on the job line each business day from 5:00 p.m. – 7:00 a.m. Detailed informamtion about each work call will be provided.
  12. If you are on the “Out of Work List” and are interested in a referral for any of the jobs, at the conclusion of our recorded information, you will need to state your name, last four digits of your Social Security Number and telephone number where you can be reached at between 8:00 a.m. – 11:00 a.m. the following morning.
  13. All respondents will be ranked according to their position on the “Out of Work” list and will be called in this order between 8:00 a.m. and 11:00 a.m. We will call you at the number that you left on the recorder. If we have to leave a message on your answering machine, you will be required to contact us within thirty (30) minutes. Any unfilled calls after 11:00 a.m. will be filled by this office. ***Exception: An applicant who comes to the Hall prior to the morning’s calls being filled and register on the “Out of Work” list will be referred by their proper group and position on the “Out of Work” list.
  14. All respondents who have NOT been contact by 11:00 a.m. the following morning can assume that their referral position was not high enough to be issued a referral.
  15. After Jobs are dispatched for the day, every registrant on the Book from position #1 to the last position to accept a job that did not call in or accept a job will receive a turndown.
  16. Registrants will be allowed two (2) turndowns without penalty; on the third (3rd) turndown, you will be removed from the Book, however, registrants will have forty-eight (48) hours, excluding weekends and holidays to call the job line and be placed at the bottom of the Book. If you do not call with in forty-eight (48) hours, you will then have to re-register.
  17. The only exception to the above procedure will be to fill work calls of an emergency nature (as determined by the Business Manager) that would require immediate referral of manpower. In this event, applicants will be called in the order they are on the “Out of Work” list and referred according to timely response.
  18. An Applicant who is hired and who receives, through no fault of their own, hours which would not exceed a short call will be restored to his/her appropriate place on the Book, however, it will be the responsibility of the applicant to notify the Local Union Hall upon termination.
  19. An Applicant, who accepts their job referral and does not fulfill their obligation, will have to re-register on the “Out of Work” list.
  20. Rejection by an employer (being turned around) is not a turndown.
  21. Not calling in for a job due to a disability, medical emergency or death in the immediate family will not result in a turndown as long as you submit documentation within seventy-two (72) hours.
  22. Not calling in for a job due to jury duty or military service will not result in a turndown as long as you submit documentation with seventy-two (72) hours.
  23. Vacation time will not be considered a turndown as long as you notify the Union in advance, in writing (vacations shall not exceed one (1) month). You will not be eligible to be considered for referral during your stated vacation dates unless the appropriate group has been exhausted.
  24. It is the registrant’s responsibility to keep track of your position and number of turndowns.
